Building Owner & Manager’s Guide to Local Law 11/98With the 7th Cycle of Local Law 11/98 underway, we want to keep ourclients up-to-date and informed of both new and existing requirements.

Local Law 11/98 Defined

Local Law 11 of 1998 requires that all exterior façades of buildings greaterthan six stories be inspected every 5 years by a qualified professional.

 

New Staggered Filing Periods

There are 3 new staggered filing windows, based on the last digit of the building block number, during which the inspection must be performed andthe report filed:

Local Law 11/98 Punch List
    • The Qualified Exterior Wall Inspector (QEWI) inspecting the buildingmust perform at least one hands-on scaffold inspection from the groundto the top of the building.
    • The conditions noted during the inspection must be categorized as Safe,Unsafe or Safe with a Repairs and Maintenance Program.
    • A written report of the noted conditions must then be filed within 60days of the inspection with the New York City Department of Buildings(DOB).
    • Merritt will prepare a comprehensive and compliant written reportbased on our inspection, and will coordinate filings with the Departmentof Buildings.
    • If necessary, we will develop and implement a comprehensive repair andmaintenance program, prioritizing the required repairs.

     

     

    Checklist for Building Owner/Manager:

    Identify the current status of your façade(s)
    For a customized chart of your properties, showing the current status and 7th cycle filing window for each property, please email Jennifer Merritt at jmmerritt@merrittengineering.com with a complete list of your properties.

    Avoid costly violations and emergency repairs
    Any items noted as SWARMP (Safe with a Repair & Maintenance Program), nomatter how minor, must be rectified prior to filing the 7th cycle report. Merritt Engineering can assist you to complete any necessary repairs andensure that your building is categorized as SAFE in the 7th cycle.
